Problem Note 2877: PROC MEANS produces no output when input data set has zero observations
PROC MEANS will not produce output when the input data set has zero
observations and the CLASSDATA data set does have observations. The
correct behavior would be to output the levels defined by the CLASSDATA
data set with zero frequencies and missing statistics.
