Problem Note 1170: MODIFY does not work on empty data set
If you attempt to use MODIFY to add observations to an empty data set,
the following message is produced:
ERROR: Requested function not performed because there is no current
record on libref.member. Probably the last read failed.
To circumvent the problem, ensure that you have observations in the data
set named on the MODIFY statement.
