Problem Note 1099: Libref that is longer than 8 characters is not flagged in error in SCL
When you specify a libref that contains more than 8 characters as part
of the name of a SAS data file in SCL functions such as the OPEN or
EXIST function, for example, the libref is not flagged in error as it
should be. Instead, the libref is truncated at 8 characters.
The datastep does flag a libref with more than 8 characters in error.
