Problem Note 9829: PROC REPORT _PAGE_ location LINE statements are missing when only
summary rows are printed on a page
The LINE statement from a COMPUTE BEFORE/AFTER _PAGE_ will only print
out when there is at least one detail line on the page. Not only will
the LINE statement be missing but the space used by the LINE statement
will not be reserved.
There is not a workaround for this problem.
