Usage Note 8992: Web output location QSWEBOUT truncated for long PDB name
The value of the QSWEBOUT macro variable in the QS report batch job,
Xreport.sas, defines the name and location of the PDB. This value may
be truncated to 51 characters. When this occurs, the directories in the
qs subdirectory are not created, and the following errors may be
produced:

Applying this hot fix will allow up to 200 characters for this value.
