Usage Note 7832: "Error: User does not have appropriate authorization level for library xxxx" appears when writing to data sets or catalogs on Windows
2000 or XP
This error message might appear when you try to write to data sets or
catalogs in directories on Windows 2000 or XP where the directory
becomes read-only:
Error: User does not have appropriate authorization level for library xxxx.
This problem is related to folders that have been customized and is
described in the Microsoft article, "Unable to remove Read-Only attribute from folder".
The fix is a very easy registry change that has proven to successfully
correct the problem. You might also need to ensure, through Windows
Explorer, that the read-only attribute is not set on any of the
subdirectories in your path.
It should also be noted that My Documents folders fall under this
circumstance, as a customized folder. See the relevant Microsoft KB article,
"You cannot view or change the Read-only or the System attributes of folders in Windows Server 2003, in Windows XP, or in Windows Vista."
