This error message might appear when you try to write to data sets or catalogs in directories on Windows 2000 or XP where the directory becomes read-only:

This problem is related to folders that have been customized and is described in the Microsoft article, "Unable to remove Read-Only attribute from folder".

The fix is a very easy registry change that has proven to successfully correct the problem. You might also need to ensure, through Windows Explorer, that the read-only attribute is not set on any of the subdirectories in your path.

It should also be noted that My Documents folders fall under this circumstance, as a customized folder. See the relevant Microsoft KB article, "You cannot view or change the Read-only or the System attributes of folders in Windows Server 2003, in Windows XP, or in Windows Vista."
