SASE7" if library was allocated externally in SAS 8.2
If you are running SAS 8.2 and if any of the following hot fixes have
been installed: 82BA57 and 82BX01, (or its replacement), and a direct
access bound library is allocated externally to SAS with DISP=OLD or
DISP=SHR via JCL or TSO ALLOCATE command, and assigned by SAS more than
once during the lifetime of the MVS data set allocation, any attempt to
use the library after the reallocation will generate the following error
in the SAS Log:
ERROR: Library libref is not in a valid format for access method
SASE7.
