Problem Note 7247: New observations added to existing IT Charge Manager PDB "E" tables
have invalid starting invoice dates
In IT Charge Manager 2.3, it is possible that some of the observations
for the IT Charge Manager PDB "E" tables result with an invoice date
(E0INVSD) of 01JAN1960.
The problem occurs because the logic inside the E_PROC macro for
creating the variable E_WKINV is not valid. The intention is to create
and initialize the variable E_WKINV only when the first new record to be
appended to the existing detail table is read by the SET statement.
