The SAS/ACCESS documentation for CONNECTION_GROUP is incorrect.
CONNECTION_GROUP will reduce the number of connections, but it will not
drop it to 1 as the documentation states. This documentation
will be corrected for SAS 9. Basically, using CONNECTION_GROUP
just means that the libnames will all behave as if they were the same
libname.

Normally, if you have 2 libnames, you will have 2 read connections
(one for each) and extras for update/creates/etc. CONNECTION_GROUP
would allow you to just have one connection for the 2 libnames
(assuming all the options are the same).

Using only one connection has many potential side-effects unless
you are willing to accept read-only, in which case you can use just
one libname.

DB2’s default is CONNECTION=SHARED_READ. This means each libname gets
one connection for reads. Updates, deletes, creates, inserts, etc.,
each get a new extra connection. Explicit passthrough (for example,
connect to db2 (...);) will also create a separate DB2 connection.

CONNECTION_GROUP= will cause the read connections of the librefs to be
shared (that is, only a single read connection will be made) if possible
(the options must be compatible; USER= must be the same), but
the "create a new DB2 connection for each output" rule will still be in
effect, so you will see extra connections for output operations.

The goal is to limit the number of DB2 connections that SAS
makes. In SAS 9, CONNECTION=SHARED and/or CONNECTION=GLOBAL
accomplish this, but these options are not currently available in
Version 8.

Because SAS/ACCESS Interface to DB2 does not currently support
CONNECTION=SHARED and CONNECTION=GLOBAL as noted above, you must
remember that if CONNECTION=SHARED_READ (which is the default),
SAS/ACCESS will ALWAYS open up a new connection for output, regardless
of what GLOBALREAD or any other option is set to.

To circumvent this problem at SAS 8, use SCHEMA= as a data set
option (instead of multiple libname options).
