Problem Note 6322: Byte order of UCS2 character is wrong with the KCVT function (DBCS
compliant version only)
This problem can be encountered in the following situations:
1. when DBCSLANG= Korean, Chinese, Taiwanese
2. the platform architecture is 'Big endian' such as MVS
3. kcvt is used for a destination encoding is UCS2, UCS2B, UCS2L, utf8
