Problem Note 5951: ODS PDF and RTF can not produce double-byte encoded output
In SAS Release 8.2, the ODS RTF and ODS PDF destinations only support
Latin1 (ISO 8859-1) encoding in the output. This means languages
requiring double-byte character systems (DBCS), such as Japanese,
Korean, Chinese, and Taiwanese, cannot produce RTF or PDF output in this
release.
A Technical Support hot fix for Release 8.2 TSLEVEL TS2M0 for this
issue is available at:

For customers running SAS with Asian Language Support (DBCS), this
hot fix should be downloaded from:

After the hotfix is applied, the encoding for the output will be set
automatically based upon the locale and DBCSLANG setting for the SAS
session.
