Problem Note 5261: The CHARSET= and ENCODING= ODS options are ignored by the HTML and XML
destinations
The CHARSET= and ENCODING= options are ignored by the HTML and XML
destinations. Setting default values for the CHARSET and ENCODING keys
in the SAS Registry are also ignored in SAS Release 8.2
(\ODS\Preference\HTML\CHARSET).
