Some things have changed in SAS® 9.3, including the support of the SAS middle tier, which now is supported on 64-bit systems only.
If you are installing with a plan file that contains middle-tier pieces, you might receive the following information in the SDW.log file and during the installation process:
INFO: This plan contains products that are not available or not supported.
The SDW.log file shows the plan file that you are using, along with the products that are not supported. Here is an example:
C:\SAS Software Depot\products\sampleplans__93510__prt__xx__sp0__1
\BIServer1WebLogic\en\plan.xml
Unavailable products: [Base SAS, Base SAS Statistical Procedures, ODS

If this happens, check that your operating system is indeed a 64-bit system. If it is not, you cannot install the middle-tier components on this machine.
For Windows, see SAS Note 37314, "How to determine what Windows operating systems you are currently running."
