Problem Note 4229: SAS does not recognize AVGREC Parameter

The AVGREC parameter tells the system that you are requesting space in
units representing the number of records, rather than the number of
blocks.  SAS does not currently support this.

A circumvention is to specify SPACE in CYLS.
