Usage Note 31969: The SAS/CONNECT® spawner terminates with a RC=9 when the TCP/IP stack is dropped
If the TCP/IP stack is dropped while the SAS/CONNECT spawner on z/OS is up and running, the SAS/CONNECT spawner terminates with a RC=9.
You will see messages similar to this in the SAS/CONNECT spawner's log:
SAS Job Spawner for Open Systems version 9.1
main thread notified of child exit
select error, errno=9.
If you encounter this issue, have your systems staff restart the SAS/CONNECT spawner.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
If the TCP/IP stack is dropped while the SAS/CONNECT spawner is up and running, the SAS/CONNECT spawner will terminate with a RC=9.
