Problem Note 3587: PROC REPORT abnormally terminates with GROUP and ACROSS variables which
have both a BREAK BEFORE and a BREAK AFTER
An abnormal termination accompanied by a system specific error message
may occur when running PROC REPORT code containing both a BREAK BEFORE

ACROSS variable must also be present for the problem to occur.
The current circumvention is to remove one of the BREAK statements.
