Problem Note 3502: PGM= option on FILENAME statement gives error in Version 8
In Version 8 the FILENAME option for a USER exit issues an error. For
example:
FILENAME FOO 'PGM=ABCD'; RUN;
produces the following error in Version 8:
ERROR: The access method USER is not defined.
The same code runs without error in Version 6. This problem is fixed
in Release 8.2 TSLEVEL 2M0.
