Problem Note 17049: Deleted observations can get added to new data set when migrating
In SAS 8.2 if a data set has had observations deleted and is migrated to
SAS 9 using PROC MIGRATE, the data set can contain observations that
were thought to be deleted.
The integrity of the data is at risk with the addition of the new
observations.
This ONLY happens when the out=libref is assigned to a SAS 9 server.
