Usage Note 16982: PROC METALIB may de-assign a previously assigned libref
PROC METALIB currently uses the libref stored in the library definition
to allocate the library to perform its actions on that library. PROC
METALIB will de-assign that libref upon completion of the procedure.
This may cause unexpected results in subsequent steps that depended upon
previously assigned libraries.
In 9.2, PROC METALIB will use the definition stored in the metadata, but
use a different temporary libref to allocate the library.
