Problem Note 15574: "Failed to insert rows" message when inserting rows in Enterprise Guide
When you insert rows to an existing data set, it might fail and the
following error message appear:
Failed to insert rows error.
This message can occur after a data set has previously been modified
through SAS® Enterprise Guide® and then reopened.
