Usage Note 13802: An error occurs when launching the SAS® Activity-Based Management Administrator following a new installation of SAS® Activity-Based Management
After a new installation of SAS Activity-Based Management, launching the Administrator
produces an error (might have various manifestations). The Event Viewer,
however, shows the following error:
DCOM got error "The operation completed successfully." and was unable
to logon .\OEUSR_machine-mame in order to run the server:

In addition, the SAS Activity-Based Management System Information page located at
http://localhost/SasSolutions/ABM/sysinfo.asp (path might be different
depending on your server configuration) produces the following error
in the Database Server section:
The server process could not be started because the configured identity
is incorrect. Check the username and password.
This error indicates a problem with the Windows logon identity of the SAS Activity-Based Management COM+
packages that are populated by the installer. This is likely caused when the
default password of the OEUSR_ account does not meet your system's
password complexity requirements.
You have two options for resolving this problem:
- Option A
Temporarily lift the restriction. Then select Start ► Programs ► SAS
Activity-Based Management 6.2 ► Tools ► System Administrator and use the utility
to modify the password. Next, reinstate the restriction.
- Option B
- Select Computer Management ► Users and Groups ► Users.
Right-click the OEUSR_machine-name account and select Set Password.
Change the password so that it meets your organization's password
complexity requirements.
- Open the COM+ applications by selecting Start ► Programs ►
Administrative Tools ► Component Services. Expand the hierarchy by selecting
Component Services ► Computers ► My Computer. Then select COM+
Applications. From the view menu select Status View.
Press the CTRL or SHIFY key and select all the COM+ applications that
begin with ABC.... Right-click the selected group and choose
Properties. On the Identity tab, enter the same password that was set for the
user in Step 1. Click OK.
- Verify that the applications start by right-clicking the component,
and select Start. If the applications do not start, recheck your steps and begin
again at Step 1.
- Open IIS Manager by selecting Start ► Programs ►
Administrative Tools ► Internet Information Services (IIS) Manager
(description might be different for different operating systems). Expand
the virtual directory under \SASSolutions\ABM\Services\. Right-click
the \Services\ virtual directory and select Properties. Click the
Directory Security tab. For the section titled Anonymous access and
authentication control, select Edit. For the Anonymous access account
(should be the OEUSR_ account), enter the password that was set in Step 1.
Click OK and exit IIS Manager.
- Retest the application.
