incorrectly click to add a new transition

For SAS Interaction Management, there are some instances where a
transition node is not appropriate to add in a behavior map. In those
instances, the transition node icon is disabled, but the "New"
transition button is not disabled allowing the user to incorrectly
attempt to add a new transition. You may receive an error window
indicating an "Add Transition Error", or a stack dump in the server log.
Sample case:
1) Load the RetailSample application
2) Select the "CurrentCustomer" state in the behavior map visual editor
3) Click on <New> to add a transition (This is a case you should not
be able to add one)
4) Select OK to add the new transition from the dialog box
At this point you may receive either an error window or a stack dump to
the server log.
