When a COLUMN statement requests more than one variable beneath nested
ACROSS variables, the NOCOMPLETECOLS option on the PROC REPORT statement
will apply only to the last variable.

For example:

   COLUMN GROUP ACROSS_1,ACROSS_2,(VAR1 VAR2);

The NOCOMPLETECOLS will apply only to the last variable, VAR2,
instead of both variables VAR1 and VAR2.

The correct behavior is for the NOCOMPLETECOLS to apply to all of the
variables underneath nested ACROSS variables.

In the LISTING destination, the NOZERO option on a DEFINE statement is a
work-around for this problem.
