Problem Note 10004: Creating new catalog via RLS (Remote Library Services) through
SAS/CONNECT results in appending to existing catalog
When a same-host client deletes an entry from a catalog which has been
previously opened (read-only) by a cross-host client, that entry still
exists in the catalog on the cross-host client.
When the cross-host client tries to read the catalog again it is
correctly determined that the timestamps do not match and the catalog is
re-transferred to the cross-host client.
The deleted entry (entries) are not removed in the cross-host client's
existing catalog and the new version of the catalog still contains the
deleted entries.

Cross-host: is when the client session and the server session
are running on machines that have different internal
representations of data
Same-host: is when the client session and the server session are
running on machines that have the same internal
representations of data
