Under Windows, OS/2, and UNIX, PROC CONVERT (and the SPSS engine) can read SPSS portable files but not SPSS system files.

If you have a SPSS portable file that PROC CONVERT cannot read, perhaps it was damaged when it was moved from another host where it was created.

If you have SPSS software, see if SPSS software can read the SPSS file. If not, then the SPSS file is damaged. If SPSS can read the SPSS portable file while PROC CONVERT cannot, then try using SPSS software to read the file and write a new copy. Then, try to read the new SPSS file with PROC CONVERT.
