The following index sets and their members are used in this example:

  • $\text {worker} \in \text {WORKERS}$

  • $\text {period} \in \text {PERIODS0}$

  • $\text {period} \in \text {PERIODS} = \text {PERIODS0} \setminus \{ 0\} $

  • $(i,j) \in \text {RETRAIN\_ PAIRS}$: worker $i$ retrained as worker $j$

  • $(i,j) \in \text {DOWNGRADE\_ PAIRS}$: worker $i$ downgraded to worker $j$
