This option applies
to the allocation of external files. It tells SAS what to do when
an attempt is made to allocate a physical file on a volume that is
offline.
If FILEMOUNT is in effect,
a request is made to mount the volume. If NOFILEMOUNT is in effect,
then the volume is not mounted and the allocation fails.
