To promote SAS Federation Server
databases:

Stop the 3.1 servers using Windows Services
Manager, the Start menu, or
the dfsadmin utility for UNIX.

Copy the 3.1 SYSCAT.TDB and SQL_LOG.TDB files to the
3.x installation location (for example, <SAS
Home>\SASFederationServer\3.x\var).

Start the 3.x servers using Windows Services
Manager, the Startmenu, or the dfsadminutility
for UNIX.
Note: If any custom configuration
changes were made to the 3.1 configuration files, you must update
the new 3.x configuration files with these configurations. For more
