When you use row-level controls, it is essential to
understand that only dynamically generated reports display data based
on the access that is defined for the requesting user. Static reports
display data based on the access that is defined for the user ID that
was used to generate the report. For example:

Manually refreshed reports contain
cached data (which can be updated by a user action in the report viewer).

Pre-generated reports reflect the
access of the user ID that was used to generate the report. Identity-specific
access distinctions are preserved for pre-generated reports only if
you define a separate report job for each user ID.
